FAO Recognizes Pakistan’s Agricultural Reform Agenda

Federal Minister for National Food Security and Research, Rana Tanveer Hussain, met with Qu Dongyu, the Director-General of the Food and Agriculture Organization, during the 44th FAO Conference in Rome. In this one-on-one discussion, the Minister expressed deep appreciation for FAO’s long-term support and provided an overview of Pakistan’s ongoing efforts to modernize its agri-food systems.

Key Initiatives and Reforms

Highlighting the sector’s importance—contributing 24% to the nation’s GDP and employing 37% of the workforce—Hussain detailed major measures outlined under Vision 2025 and the Prime Minister’s Agricultural Emergency Program. Among these are significant reforms in water conservation, seed system modernization, the expansion of digital extension services, and the introduction of targeted farmer subsidies.

In addition, Pakistan has implemented new policies focused on biotechnology, integrating e-commerce for smallholder farmers, and mapping soil health to better support sustainable agricultural practices.

Progress and Ongoing Challenges

The Minister pointed out notable progress, such as the increase in households able to afford a healthy diet—from 37% in 2019 to 52% in 2024—and a reduction in the overall cost of nutritious food. Nevertheless, challenges remain, including food insecurity affecting approximately 36.9% of the population, rising input costs, and intense climate-related pressures.

Call for Enhanced International Cooperation

Emphasizing the need for global collaboration, Hussain urged FAO to assist Pakistan in securing climate financing, accessing carbon markets, and developing adaptation mechanisms for communities most vulnerable to climate change.

FAO’s Continued Support

Director-General Qu Dongyu acknowledged Pakistan’s strong momentum in reforming its agricultural sector. He reiterated FAO’s commitment to offering continuous technical and policy assistance, praising the nation’s initiatives in climate-smart agriculture, digital innovation, and capacity building. Qu also stressed the value of regional knowledge sharing and data-driven solutions to foster an inclusive and resilient agricultural landscape.
